Photographing candidates who are wearing religious apparel

Candidates may wear religious apparel that covers their face, such as a burqa or niqab (for more information, see Religious, cultural, and medical apparel). Generally, if a candidate is wearing religious apparel of this kind, test administrators should still capture the candidate's photograph according to the standard process. Never ask the candidate to remove the apparel for the photograph.
